When this function doesn't work correctly, it is often related to the following concerns:
1. Default Email Client Configuration
Issue: Your agency computers may not have a default email client configured, or the email client may not support "mailto" links properly.
Solution: Check if a default email client is set on your agency's computers. Ensure that it is compatible with "mailto" links and can handle the BCC field.
2. Browser Compatibility
Issue: Different browsers handle "mailto" links differently. Some may not support them fully or handle the BCC field improperly.
